There is a specific unease that attends large corrective efforts: the sense that they are both necessary and unconvincing. The programme is announced. The targets are committed to. Resources are mobilised. And yet something about the whole enterprise feels off — not in its urgency, but in its architecture. What follows is an attempt to name that feeling more precisely.

The conventional reading of the unease is that the effort is too small, too slow, or too compromised by the interests it cannot fully escape. The logic that follows is internally consistent: if the problem is large, the response must match it. This reading is made in good faith by serious people, and it is not entirely wrong. But it may be inverting the more important insight.

Most of the collective problems that now require large corrective efforts share a structural characteristic: they were composed of distributed small actions accumulated over a long time. No single actor created them. They emerged from the aggregate of what many people did, daily, within frameworks that made each individual action locally rational. The problem is systemic in the precise sense — it is the product of a system of behaviour, not the decision of any identifiable agent.

This matters for how the remedy is structured. If the cause was distributed and incremental, then the structurally matching remedy is also distributed and incremental: the aggregate of changed behaviour across many actors, over time, producing no single visible event. Unglamorous in every respect. Elinor Ostrom, who spent her career studying how communities actually govern shared resources, found that distributed local governance frequently outperformed both centralised control and market mechanisms — not because individuals are virtuous, but because proximity to the problem generates the feedback that makes correction possible. The distributed form fits the distributed cause.

The large corrective effort works from a different premise. It accepts that the problem is distributed in origin while proposing a centralised response — a concentrated force applied at the level of institutions and systems, effectively bypassing the question of aggregate behaviour. There are legitimate arguments for this: changing the incentives changes the behaviour, and structural intervention can reach more people faster than persuasion can. These arguments are real. But something else also happens when the large scheme takes centre stage.

It creates, structurally, the impression that the problem is being handled at the appropriate level — and that individual behaviour is therefore beside the point. The scheme absorbs the urgency. It becomes the thing that matters. Since the scheme is visible and individual behaviour is not, the aggregate of small daily actions — which is both what created the problem and what would resolve it — recedes from view. The large fix does not merely fail to match the problem. It sustains the condition that produced the problem by reinforcing the belief that individual behaviour is negligible.

This is a variant of overoptimisation: applying a concentrated, high-visibility response to a problem whose cause and remedy are both diffuse. The logic is coherent from within the frame — if something is a big problem, it requires a big response — but it misreads the structure of the problem. The scale of the effect is not the same as the scale of the cause.

The inverse of the conventional claim is more precise. The conventional claim — that individual action cannot change the world — is true in the narrow sense that no single person can reverse a distributed systemic problem. But the inverse is more useful: if the behaviour that created the problem is low-cost and distributed, then the corrective behaviour is also low-cost and distributed. It would not require much from any individual. It requires something from many. The difficulty is not that the remedy is too demanding. It is that the remedy produces nothing to announce, and the large fix fills the space that the distributed remedy needs.
